MINUTES

The minutes of the October 7, 2004 meeting were presented for approval.  After a correction was made, a motion to approve the amended minutes was made by Randy Barrett; seconded by Pam Noble; motion passed 17-0.

 

APPROVE HOST SITES FOR 2004-05 BASEBALL STATE CHAMPIONSHIP GAMES

Commissioner Ress presented a proposal to award the 2005 Baseball State Championships to Loeb Stadium in Lafayette Park in Lafayette, Indiana.  Due to a scheduling conflict with the Indianapolis Indians, Victory Field in Indianapolis would not be available of use on June 18, 2005, the scheduled date for the state finals.  The schedule calls for a single championship contest on Friday, June 17, at 7:00 p.m., with three games on Saturday, June 18, beginning at 10:30 a.m.  The Friday evening contestants will be determined, based on geography, following the semi-state games on June 11, with the Saturday games in ascending order according to class.  A motion to approve the proposal was made by Jim Feist; seconded by Patrick Mapes; motion approved 17-0.

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2004-05 Wrestling Tournament Series.

AUDITOR’S REPORT

John Leemhuis of Peters and Browning presented the annual auditor’s report on the Association to the Executive Committee.  They issued an unqualified opinion on the Association’s financial statements for the year ending June 30, 2004 and recommended some adjustments in the accounting policies of the Association.

 

TRANSFERS

Associate Commissioner Craft reported on the transfers that have been ruled on for the 2004-05 school year.  This report included the following actions as of November, 2004:

SPORTSMANSHIP

Assistant Commissioner Wynns updated the Executive Committee on the unsportsmanlike conduct reports that have been submitted.  As of November 5, 2004, there have been 337 reports filed, compared to the 385 reports filed last year at this time.  The 2003-04 Sportsmanship Banners will be presented to award winning schools during the winter season.

 

TECHNOLOGY

Commissioner Ress reported on the status of office hardware and software that is owned by the Association.  The Executive Committee plans to establish a time line for the maintenance of the current equipment, and the acquisition of new technology.

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

Andrean High School(Three volleyball players exceeded the five game limit)

Commissioner Ress reported the following action as a result of a violation of Rule 111-4.

1.       The Andrean High School volleyball program is issued a warning. 

2.       Coach Amber Alm is reprimanded for permitting this violation to occur.

3.       The varsity match versus Hobart High School, in which the student athletes exceeded the five game limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.       Participation in six games shall count as two matches for the student athletes.

5.       The administration of Andrean High School is commended for its reporting and handling of this matter.

 

Brownsburg High School(Boys soccer player participated on non-school team during contest season)

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a.

1.       The Brownsburg High School boys’ soccer program is issued a warning. 

2.       The student athlete involved in this violation shall be suspended for two soccer matches.

3.       The administration of Brownsburg High School is commended for its reporting and handling of this matter.

 

Carroll (FW) High School – (Softball coach instructing players during school year out-of-season)

Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2c.

1.       The Carroll High School softball program is issued a warning. 

2.       Coach Dave Meyers is reprimanded for causing this violation to occur. 

3.       In lieu of suspending the student athletes, the IHSAA accepts and supports the four game suspension of Coach Meyers as an appropriate response to this violation.   

4.       The administration of Carroll High School is commended for its reporting and handling of this matter.

 

Covenant Christian High School(Two non-rostered players participated in boys soccer sectional)

Commissioner Ress reported the following action as a result of a violation of Rule 3-9.4.

1.   The Covenant Christian High School boys’ soccer program is issued a warning.

2.   The student athletes are ineligible to dress for or compete in any remaining Covenant Christian

matches in the sectional tournament. 

3.   It is strongly suggested that future sectional entry lists be reviewed with the utmost care and posted conspicuously in locker rooms for student athletes to review before submission to the IHSAA.

4.   The administration of Covenant Christian High School is commended for its reporting and handling of this matter once the error was discovered.

 

Fort Wayne Snider High School(Volleyball player participated on non-school team during contest season)

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a.

1.       The Ft. Wayne Snider High School volleyball program is issued a warning. 

2.       The student athlete involved in this violation shall be suspended for four volleyball matches.  Any part of this suspension that was not served prior to the end of the 2004 season shall be carried over to the 2005 season.

3.       The administration of Ft. Wayne Snider High School is commended for its reporting and handling of this matter.

 

Medora High School(Volleyball player exceeded the five game limit)

Commissioner Ress reported the following action as a result of a violation of Rule 111-4.

1.   The Medora High School volleyball program is issued a warning. 

2.   Coach Ashley Freeman is reprimanded for permitting this violation to occur. 

3.   The varsity match versus Borden High School, in which the student athlete exceeded the five game

      limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.       Participation in six games shall count as two matches for the student athlete.

5.       The administration of Medora High School is commended for its reporting and handling of this matter.

 

Milan High School(Unlicensed official worked varsity football game versus South Decatur)

Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

1.   The Milan High School football program is issued a warning.

2.   The school is directed to follow the procedures outlined in Rule 3-9 of the IHSAA By-Laws including the  forfeiting of the game against South Decatur High School. 

3.   Due to the fact that South Decatur High School used an ineligible player in the October 1 contest neither team can claim a victory.  In essence this game shall be declared a double forfeit.

 

Morgan Township High School(Unlicensed official worked varsity football game versus South Decatur)

Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

1.       The Morgan Township High School volleyball program is issued a warning.

2.       The name of the unlicensed official that worked these games should be forwarded to the IHSAA offices.

3.       The administration of Morgan Township High School is commended for its reporting and handling of this matter.

 

 

Penn High School(Non-rostered player participated in girls soccer sectional)

Commissioner Ress reported the following action as a result of a violation of Rule 3-9.4.

1.   The Penn High School girls’ soccer program is issued a warning.

2.   The student athlete is ineligible to dress for or compete in any remaining Penn matches in the sectional tournament. 

3.   It is strongly suggested that future sectional entry lists be reviewed with the utmost care and posted conspicuously in locker rooms for student athletes to review before submission to the IHSAA.

4.       The administration of Penn High School is commended for its reporting and handling of this matter once the error was discovered.

 

Washington Catholic High SchoolUnlicensed official was knowingly hired for volleyball tournament-PROBATION)

Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

1.   The Washington Catholic High School volleyball program is placed on probation through September 25, 2005.  This probation is a more severe type of warning. 

2.   Girls’ Athletic Director Steve Reed is severely reprimanded for causing this violation to occur.  To knowingly violate an IHSAA By-Law is unacceptable and cannot be tolerated. 

3.   Steps must be taken to prevent any future, similar incidents from occurring.  Comparable infractions could result in the suspension of Washington Catholic’s membership in this Association.

A motion to adjourn the November meeting of the IHSAA Executive Committee was made by Michael Powell; seconded by Janis Qualizza; motion passed 17-0.  The next meeting of the Executive Committee will be at IHSAA headquarters at 8:00 a.m. on Thursday, December 16, 2004.
